Για παράδειγμα, μεγάλα τμήματα της χώρας στο Ηνωμένο Βασίλειο αντιμετωπίζουν σπάνια παρατεταμένες περιόδους ακραίων καιρικών φαινομένων και, όταν συμβαίνει αυτό, οι περισσότεροι οδηγοί απλά επιλέγουν να μην οδηγούν. Δεν θα ήταν οικονομικά λογικό να καταστούν υποχρεωτικά τα χειμερινά ελαστικά.
